for the 21st Century
1)
Traffic/Safety/Signalization Optimization
The long standing Traffic Management
committee has had many accomplishments, including engineering
studies that resulted in the newest traffic signals on Boston
Road, a traffic study that has improved traffic flow, and
up-to-date information that has made traversing many construction
"hot-spots" much easier. Presently, the committee
is has made the widening of Route 3 and the improvements to
Middlesex Turnpike and Concord Road major priorities.
2)
Attracting New Business
After becoming an Economic Opportunity Area in 1994, Billerica
has seen a tremendous growth of new technology companies.
These companies give us fuller employment within the town
and the ability for all citizens to reap the educational and
cultural opportunities new businesses offer a community. With
the cooperation of our town officials and other interested
parties, Billerica is a model of how to develop a climate
of growth and attract successful businesses to our community.

Promoting Plan Membership
The Plan is dependent upon its members for much of what it
accomplishes. It is important to Billerica as a community
to have a thriving retail and commercial base. Billerica
continues to attract new businesses and with the help of the
Marketing and Membership Committee, we will do everything
possible to keep the businesses in town profitable. By joining
with the strong membership base of The Billerica Plan,
new businesses can take an active part of making a stronger
Billerica.
4)
Monitoring Environmental
Health
The Plan has initiated and are committed to many programs
that make significant improvements in the environmental health
and well-being of our Town. Earth Day, Green-Up Day, Adopt-A-Street,
and environmental clean ups are just a few ways the Plan has
responded to the environmental needs of the community.
5)
Fostering Grant Scholarships
Over the past ten years, The Billerica Plan Scholarship Foundation
has returned more than $40,000 in grants and scholarships
to members of our community. With our grants, organizations
have been given seed money to establish programs such as the
recycling effort. Each year, four students receive scholarships
to continue their education. One of these students is an adult
returning to school.
6)
Promoting Economic
Development
There is a need in the community for a function that is the
focus for business development and growth. The Economic Development
Office would include understanding and conveying to potential
businesses the various costs, statistics, organization, support
groups, and other resources available to help in relocating
to the community. We will work with the Town of Billerica,
Chamber of Commerce, government officials, and our members
to make Billerica the region's center of economic development.
7)
Supporting Cultural Events
Billerica already has a rich tradition of cultural events.
The Plan will support both present and future town-wide cultural
events by providing logistical assistance, publicity, planning
help, and coordination for the vast variety of exciting and
enriching opportunities Billerica has to offer.
8)
Serving as a Liaison
The Billerica Plan already has a reputation for being involved
with the workings of our town, but in this capacity the Plan
provides a neutral meeting place for negotiation on town-related
issues.
9)
Good Citizens
The Billerica Plan's mission statement is to improve the quality
of life and the image of Billerica. This is accomplished by
utilizing our very strong membership base that provides the
financial means as well as the ideas and person-power to achieve
our aggressive agenda.
