Board of Appeals

A quasi-judicial board which operates under the mandates of MA General Lws Annotated Chapter 40A and teh Billerica Zoning By-Laws.

Board of Assessors

Responsible for the valuation of all real and personal property along with the adminsitration of motor vehicle excise tax and public information used by appraisors, realtors, attornesy and the general public.

Board of Health

Participates in the Upper Merrimack Valley Public Health Coalition to address Emergency Preparedness issues.

Enforces Massachusetts General Law and State Sanitary codes as it pertains to restaurants, retail food, tobacco, public and semi-public swimming pools, sun tanning establishments, health clubs, ice rinks, stables, hotels/motels, housing and nuisance complaints and on site sewer disposal systems.

Enforces the State Sanitary Code which addresses structural, sanitary, and food protection procedures.  It licenses all food service establishments - including restaurants, retail food stores, catering services, temporary food services, corporate cafeterias, school cafeterias, mobile food trucks, assisted living dining services and nursing home kitchens.  It conducts inspections, investigations of food related complaints, provides educational material, coordinates and promotes food safety training programs.

It is responsible for inspections of semi-public swimming pools, sun tanning establishments, health clubs and ice rinks relative to compliance with safety, sanitary and structural regulations. 

It is responsible for enforcement and regulation of state sanitary codes protecting health and ensuring the safety of residents, workers and visitors.  It researches complaints of illegal dumping, noise, litter, odor and safe living conditions.

It is responsible for the enforcement of Title 5 Septic System Regulations.  It oversees the installation of new septic systems, reviews and approves upgrades and modifications of existing systems. 

The Public Health Nurse, under the direction of the Board of Health, conducts flu/pneumonia clinics, lead screenings, monthly well child clinics and participates in the annual health fair.  The nurse also is a resource for information on health issues - lyme disease, rabies, west nile virus, eastern equine encephalitis.

The Animal Control offier works with the Board and is responsible for all matters concerning pets and wildlife - inspection of barnds, investigation of animal related complaints, education of residents concerning pet ownership responsibilities, enforcement of licensure and documentation of animal borne diseases.

Board of Selectman

Duties include appointing the town manager and many committees, issuing certain licenses and permits, enforcing special sections of the towns by-laws and regulating the public ways.

Commission on Disabilities

Its mission is to bring about full and equal participation of people with disabilities in all aspects of life.

  • Developed administrative building blocks, annual budget and annual report
  • Identified access problems in existing public facilities and work with the town to correct them
  • Established liasons with town services
  • Helped with sidewalk improvements
  • Educate the public about handicap parking
  • Donate equipment needed to the library for their outreach program as well as their in-house needs
  • Have equipment such as lightweight wheel chairs, walkers and a Beach wheel chair that can be used on a temporary basis

Conservation Commission

Established for the promotion and development of natural resources and for the protection of watershed resources.  The major areas of responsibility are:

  • Administer and enforce the MA Wetlands Protection Act and its applicable regulations as well as the Billerica Wetlands Protection By-Law and its regulations.
  • Work with the Recreat ion Commission to develop and maintain an Open Space and Recreation Plan for the Town
  • Develop projects and programs to carry out the applicable goals of the Open Space and Recreation Plan, including preserving land by acquisitin, protecting open space through Conservation Restrictions, publishing educational and informational materials and ptoection of the natural resources.
  • Manage the land under the control of the Conservation Commission.
  • Advise and work with other town boards, committees, and organizations on matters involving the natural resources and watershed resources.

Required to enforce the provisions of MA Regulations (CMR) Chapter 527.  This includes regulations on fireworks, dry cleaning, oil burners, gas stations, liquid propane, plastics, transportation of flammable liquids, above ground and undergrand storage tanks, manholes, electrical systems, explosives, storage and flammable substances, marine fueling, model rockets, lumber yards, bulk plants, tentage, salamanders, flammable decorations and curtains, cannon or mortar firing, fire extinguishers, smoke detectors, obstructions and hazards, combustible fibers, rubbish handling, crop ripening, pesticide storage, and welding and storage.

Town Accountant

Responsible for record keeping of all financial transactions of the Town - processing of all bills, warrants, receipts, payroll and ledgers, and supplies departments with financial reports and payroll administration.

Town Clerk

Duties include recording of all births, deaths, and marriages and issuing certified copies of same, taking of marriage intentions, issuing dog licenses, fish and game licenses, recording of Uniform Comercial Code Filings, Fuel Storage Registrations, record all official town documents, keeper of the town seal, taking and keeping all town meeting records and responsibiilty for all elections as well as other such duties as prescribed by MA General Laws, the town charter and the general lws of the town.
